Mame's pcfxbios.bin and Mednafen's pcfx.bios is the same rom(crc matched), just different filenames i think its a mistake when the initial version of PCFX core was ported, "pcfx.bios" is suppose to be a variable-name while rom name is suppose to be "pcfx.rom" If so, you can load the CUE file directly in Mednafen. Also, I'm not sure the PC-FX BIOS ROM image you have is a good one or not. I guess you'll find out when you use it(the bad one will just display a screen all of one color without doing anything).
